The International Committee of the Red Cross (ICRC) is an impartial, neutral and independent organisation with the exclusively humanitarian mission to protect the lives and dignity of victims of war and internal violence and to provide them with assistance. It also endeavours to prevent suffering by promoting and strengthening International Humanitarian Law and universal humanitarian principles.

TASKS AND RESPONSIBILITIES
The WatHab Engineer PM contributes to the implementation of the WatHabs operational and strategic plan by:

Provides advice and support the conduct of analyses, needs assessments and surveys and shares analysis with WatHab Coordinator.
Provides advice and technical support for engineering projects to resolve issues during design and construction, ensuring decisions are made on sound technical ground in line with ICRC standards, and the local building code/standards, ensuring corrective action is taken, if necessary, in line with required standards and timeframes
Ensures the use of approved formats and monitors project implementation for compliance with project documents.
Manages tendering and project purchasing on labour and materials according to the delegations logistical and financial rules.
Supervises the quality of the construction works in accordance with ICRC standards, and the local building code/standards, ensuring corrective action is taken if necessary.
Provides technical support to WatHab engineers in the implementation and construction phase of the projects.
Advises on actions to improve the projects sustainability by enhancing stakeholders engagement at local, regional, and national level.
Acts as the focal point for WatHab matters regarding cooperation with the National Society (Colombian Red Cross CRC).
Supports the field team in the supervision of contractors and on-site work for all project types and conducts quality control during the design and construction of infrastructure installed by the ICRC.
Conducts periodic visits to the projects, advises and guides the teams, identifies potential problems, and provides solutions to improve the WatHab program implementation and the quality of the interventions and their impact.
Contributes to ground-level dialogue and maintains contact with relevant authorities.
Contributes to QSR/MfR and other ad hoc reports for all WatHab related matters.
Drafts and actively participates in the annual planning for results (PfR) exercise and annual budget.
MINIMUM REQUIREMENTS AND COMPETENCIES
University Degree Civil engineering
Post graduate studies on structural design, water management and/or project management
Infrastructure projects experience.
7+ years of experience in the following professional and technical fields:
o Project management and planning of a range of civil engineering and water projects for construction of aqueducts, schools, health institutions, required.
o Advice and support of civil engineering and water projects, during design and construction, required.
o Review of infrastructure designs in rural areas (schools, health institutions, aqueducts, water supply).
o Construction supervision, desirable.
o Access to water in rural contexts, desirable.
o Solar energy for water pumping systems in rural areas, desirable.
o Emergency response in humanitarian contexts, desirable.

2+ years of experience on:
o Team leadership and management, required.
o Stakeholders management.
o Interaction with internal and external clients, must have ability to understand needs and provide solutions.
2+ years of experience working in ICRC or humanitarian organizations, desirable.
Fluency English (Minimum C1 Level)
